The first rule of underwater photography is to get close to minimize the amount of water between you and your subject, so you really don't need long lenses, something in the range of a 24-70mm (full frame) lens is what you would be looking at, mainly used at the wide end. The other issue is buoyancy, if the bag/camera floats, it will be difficult to handle.
