I don't think it would affect the liveaboard diving, would it?
You just wouldn't have your excursion/trip to the island to see the dragons.... I hope this decreases the amount of tourists that go to Komodo. There are way too many people/boats there.

It says Rinca is still open for tourist visit.

Tourism is a double edged sword. The very ecosystems everyone wants to see is being destroyed by their visitors.
