There is no decent diving off Dubai, you really need to go to the east coast of UAE.
10-15 is also midweek, most dive centers are busy at weekends, however you can Google Al Boom as they do have transport between Dubai and their operation at Al Aqah on the east coast.
Other dive ops to check are Divers Down, Sandy Beach Dive Centre and Freestyle. They may not want to go out with only one person on the boat though.
Don't rely on using a taxi to get there, most Dubai taxi drivers are clueless and couldn't find their way out of a wet paper bag, Uber is better as they use GPS on their phones but it would be cheaper to hire a small car and drive yourself if you feel up to it
