All inclusives are not really a thing in Belize. Yes, they exist but IMNSHO if you're planning on Ambergris Caye, then it's not the best idea.

If you want to stay out at the Atolls, then yes, all inclusive will be required.

If you can wait a bit, the DEMA scuba show will start in a week and in the past there have sometimes been new dive vacation specials announced during and shortly after that event.
