Maldives probably has the best diving in the region but as others mentioned its best to do as liveaboard. Local islands can be a less costly option. The diving is still good and they will dive some sites with less currents (although the big fish action is in sites more exposed to currents).

Having done two trips to the Andamans (Havelock) the visibility is variable and seasonal. But in season generally good, especially at offshore sites. Consider combining with an Advanced OW course and you will see some really nice dive sites.

Sri Lanka has much better diving than mainland India, is cheaper than Maldives and easy to get to, but the reef diving is not as good as Maldives or the Andamans. The best diving in Sri Lanka is on wrecks and they tend to be a bit deep and suited for divers with a bit of experience plus AOW certification. CMB has great wreck diving and very easy from most Indian cities but the above mentioned limitations apply. Also like Andamans, conditions are variable.

If consistently clear water and easy access are the main criteria then Maldives is probably the best option.

Maafushi is a good option and easy to get to. I personally like the diving in Rasdhoo more but it will cost a bit more.
