Just like that we always get back to the same issue.It is all about MFLs. Minimum flows and levels:

The more money and lobbyists you have, the lower the MFL bar will be. The water management districts will keep "revisiting" MFLs during WUP (water use permit) reviews until the rivers are dry.

Yeah, in the previous thread someone pointed out that plastic bottles may be a comparable threat to the environment.
