Can you put a picture up of the regulator? Off the top of my head it sounds like the ambient pressure holes of a piston regulator, and maybe the o ring around the piston head is not sealing.
I am unable to post a pic., but the 3 holes are about an inch apart in triangle formation. Your diagnosis may be correct, as it does resemble the sound of a leak you'd have with a defective o ring. Think repair of that is costly?
 
Whatever your shop charges for single stage repair, which is 40 plus parts around me for first stage rebuild. Parts can range from 15-30 depending on regulator design. The 40 is to pay for the techs time expenditure and shop investment in tools.
