I have a TG5 and housing along with a couple of Ikon S2000 strobes. Could I reasonably migrate those strobes onto this setup to reduce the overall cost of moving up?

I am using my ysd2 strobes, I cant see why your strobes wouldnt work
 
No reason the s-2000 won't work, as long as you keep around f8 for your wide angle shots they should have enough power as long as you are close.
 
That combo is (IMHO) a great camera and an amazingly affordable housing. Great BFYB, compared to an Oly OMD in a Nauticam housing.
