Nanny rules usually come because the kids were dying too often.
or because bureaucrats who have no understanding of scuba diving make uniformed and heavy handed decisions based on fear driven recommendations
 
Interesting note, Brisbane's bridge and one of the 127mm gun mounts were removed from the ship prior to scuttling and installed outside the Australian War Memorial in Canberra.

I've spent quite a few dives looking for this missing gun and can assure you it is still sitting pretty on the wreck

What happened???????
 
One gun is certainly outside the Australian War Memorial and the Bridge is also outside but the inside of the Bridge is part of the interactive experience.
 
I dived ex-HMAS Brisbane on the 2nd December 2016 and this was near the bow i.e. the front gun.
