Are they new? If so I'd return to have them serviced under warranty. If used, recommend having them professionally serviced.

What you're reporting is a rather common reported issue with that generation of Hollis regs. Servicing the regs can stop the sound. This specific issue drove me to relegate my 212s to stage regs.

Typically cascading banks are filled to the end-state pressure, be that 3000, 3600 or other pressure.

Burst discs are intended to give at a certain pressure so that pressure doesn't have to escape though the side of the tank. Hydro fills to 5/3 service pressure. Hydro on an LP tank is 4400 psi, 5736 for mid pressure tanks.

Is 3700 in a 3442 mid pressure tank overfill? Suppose yes. Worried no. 3700psi in a HP130 is about 140 cu ft. Whereas 3700 in an LP108 is 151cu ft. Many cave divers double up burst discs for LP tanks, or use 5250 discs. A 4000psi burst disc with a cave fill is a bad idea. To dovetail off...
