With the shortish time in port, checking to see if the cruise ship offers a scuba diving excursion might be a good idea. If they do, it'd be convenient and also cover the tight turn-around.

I would second this recommendation. It would be very convenient for you, plus you'd have easy access to shore diving. From El Cid, it's a quick (<10min?) ride to downtown and will cost about $6 US each way. It will be very quick/convenient to get a taxi at El Cid too.
