I was out at 6:30 am just past high tide at Harper. The viz was 5 ft and surface conditions were cold and rainy, no wind or waves. We ended up calling off the diving though. I was a little surprised that folks were out diving during the exchange with the poor viz.
I would expect poor...

coldsmoke,
Good setup. Very similar to my setup. ( I have 4 2400 & 4 4500 bottles) I would suggest that you add pressure relief valves for the appropriate pressure on each of the banks.

I am also a big guy 6'2" 215. I have a couple of TransPacs that have been sitting on the shelf for a few years. I also have a variety of plates that I have gone through. None of them provided the correct fit.
The best setup I have found is a Fred T large back plate. The regular size...
Why don't you just get a battery charger that runs off of DC directly?
something like this:

Burst disks fail at their rated pressure (At P to 1.25P). There are ones for various pressures i.e 3000, 3300, 3500, 4000, 4500 etc. And the correct burst disk for a tank (according to DOT) should fail at -10% of the hydro pressure.
Using a standard size plate for a big guy is like wearing size 10 socks on a size 12 foot.
Get a FredT XL, it is about 2 inches longer than the standard size. I just got one about a month ago after diving a Dive Rite plate for 8 years. I should have done it years earlier. I am 6' 3", 215lb...

What position are your hands at? They need to be extended in front of you, moving them back to your hips/waist will cause you to go head down if you are trimmed right.
My local dive shop (before I moved) could and did get T's of O2 at 4500 psi! Apparently some of the mining operations in Nevada need and get it at that pressure. I didnt believe it until I saw it.
The wreckers in the NE use stainless steel hose clamps and D-ring holders, then use clips . Check out NE scuba supply. However, this is not a recommended method to attach a light.
The quickest and simplest setup is to use a static inline mixer from Cole-Parmer, http://www.coleparmer.com/catalog/vcatalog_page.asp?p=1186
add a couple of Ts and you are good to go.
You dont need the vacumm/pressure gauge that is in the attached photo and it is debatable if a check...
For a real time inline gas analyzer for scuba shops you would probably need a unit that could detect and provide sufficient resoultion to demonstrate that air is meeting CGA Grade E air.
CGA GRADE E AIR
Carbon Monoxide <2ppm
Carbon Dioxide <500ppm
