Sea Quest, SCUBAPRO, ZEAGLE, Qceanic, ... everyone makes drysuit but they don't make backplate. neoprene and a back inflation BC is not as good as a bp/w but still good combo. I used my ranger and a trilam drysuit before, alot of fun dives.
$400, you may get an Oneil drivesuit. Bare CD4 is more than $600. My friend got a used bare XCD2 tech from ebay for $650. You may have to look for a used one.
So many D-rings for what? Do you really need 75lb lift? Honestly, I don't think it is a good BCD. if you will mount doubles, you better get a "real" BP/wing. $340 maybe not enough for a Halcyon, DR or OMS, but there are many other good BP Wings like Oxycheq.
Jet fins are just OK IMO. Very good control but that's it. Now I dive with a pair of Mares Avanti Quattro's. I also have a pair of Twin Jet. If you often go to beach dive and you have long long surface swim, I recommend split fins or Volo. Cave or wreck diving, no way.
