I used split fins on a wreck dive in Guam, they seems to work alright. To reduse silt etc. I think you need to concentrate on your kicks.

My fav: Aqualung Legend LX... very easy to breath and has the nice little adjustment knob for lazy folks like me.

When I was in Korea I saw a couple crazies go shore diving on the coast... thats always an option! Just kidding, I lived on Okinawa for a while and it has excellent diving with support services everywhere.
