For underwater you should choose a focus mode that only looks at the center of the image. The more commonly used modes use multiple zones in the image to attempt to get the best focus and for some reason does not do too well underwater. So, AF MODE -> point (last in the list) PRE AF -> OFF...
Offroad: The water clarity depends on the tides. When those huge lagoons are emptying out through the passes and outer reefs you tend to dive, the clarity can be poor. When the tide is incoming, the clarity is easily 100+ feet. But, you tend to find the Mantas in the soupy water.
