That's strange. I have used it in Egypt with no problem. It just provides a data feed so I had full internet access. I even tethered my laptop to my phone and had full internet functionality.
+1 for Airalo. I use it to purchase an eSIM in all the countries I travel to. For those saying just use WhatsApp, you still need some sort of data plan to use it unless you want to be tied down to locations that offer wifi.
Agree! I was on it for a repositioning cruise from Cenderawasi Bay to Sorong so we had 2 days of whale sharks and then went through the Dampier Strait to Raja Ampat. Great crew, great boat! I've been on 15 liveaboards and fortunately most have been very good but Damai 1 stands out.

I completely get where you're coming from. I felt the same way for a long time but then realized as an underwater photographer that even though we were "buddy" diving, I was essentially on my own anyway. Also, in many buddy situations one of the buddy pair is more experienced than the other...
I would recommend you take a solo diver course before making that judgement. Even if you never plan to solo dive, it's a great course to help you be a more independent diver. I think that once you have taken the class you won't consider solo diving an accident waiting to happen.
I'm not saying that I agree with the law. I'm in full agreement with you that someone could easily skirt this (both the dive operator as well as a diver who wanted to avoid taking a refresher dive).

You can't dive in Israel without showing a log book. If you haven't got a logged dive in the past 6 months they make you take a refresher dive before anything else. That is Israeli law.
