I send an email to Rocksteady (now Reggea Dive Center) last year and the answer was that they don't do tech diving anymore.

I have about 12 flight out of Manila, Clark, Cebu and Dumaguette last 2 years. I never have any problem with 2 lights, 2 computers and 2 masks in carry on.
I been there 4 times. 3 in May and one in November. For sure vis is better in May but not bad in November. Weather in Philippines is always unpredictable most of the year so it can change quickly.

I don't know where to go to be 100% safe. was in Paris 2 times last 6 month. I was in Brussels 5 times last 8 month. Same **** here. But everybody make there own choices.
I plan to make a 3 week trip to Philippines in May. I plan to go to Alona and Malapascua.
