I would consider either Belize, Provo (Turks and Caicos) or a liveaboard in the BVI (e.g., Cuan Law).

I'm actually going next week. My two favorite restaurants are Coyaba and Coco Bistro. I also plan to try Grace's Cottage (at Point Grace) this trip... I've heard da Conch Shack is a fun place for lunch (but it's a hike from Grace Bay).

Of course, that's a subjective question (and depends on what kind of diving you want to do) but generally speaking, my votes would go to: Bonaire, Turks & Cacios, Belize, Cayman Islands, & Virgin Islands

I have dove with both UBS and Dive BVI and had great experiences with both shops... did the Rhone with Kate from UBS. While their boats were smaller, so were the groups. In fact, me and my friend were the only other people diving that day with Kate. Awesome trip!!
