According to the news which I read online she was not even at a diving tour. She also dived during the period that she was at Mozambique but the main purpose of being there is not diving. Who knows why the Newspaper released with a header like this.

As far as I know you cannot take classroom lessons from one agency and take open water training dives from another agency in order to get certified. After you get your scuba diver certificate from NAUI, than you can get advanced open water diver from PADI.
