Wait you're going from Moalboal to Oslob, then back to Moalboal for Kawasan Falls? You're doing so much unnecessary travel. May I recommend doing the falls one day, then the next day transfer to Oslob and a hotel near there? It's like 2hours each way, might as well save the return trip and head...

Moalboal isn't over fished, it was destroyed in a typhoon during Covid. It was sad, as it used to be an amazing place to dive with loads of critters. You'd see 5 turtles on each dive and the coral was intense.
I went last year for the first time since 2019 and I was disappointed for sure...
Panglao should be fine for most people. Not sure about crowds in May, but in July they were almost non existent and we went to Balicasag every day.

All 3 of the dive shops in Camiguin are good. TinTin from Volcan is one of the best DMs I've had, he sees and points out everything. That resort has really good breakfast as well, but I had mixed feelings about the foreigner owners.

My only thing with flying extreme long haul with PAL is that it's too long in one seat! 15+ hours and then to have to land and stay/transit out of Manila sucks. I'd rather take a flight to anywhere else in Asia for a positioning (Tokyo, KL, Singapore, Seoul, Taipei, etc) with an overnight...

Oslob is about 2 hours south of Cebu City so you'll want to do it before Dumaguete.
Malapascua is 4-5 hours transit north of Cebu City, but worth 2-3 days diving. The benefit of taking buses and ferries means you can dive and then leave when you want, no waiting for no fly time.

Camiguin. It was the wrong season for the wind in August, so the boats wouldn't go out, we did about 5 days of shore diving and it was really good. Iring (bisaya for Cat) was one of the best shore sites I've done. A really nice field of lettuce coral at about 100' deep caps off a really cool site.
Only place I can recommend in Coron was Reggae divers. Good boat, good DMs, and even a deco drink after the dive. We had a great time with them, wife got her OW and my mother took her AOW with them as well.
PG I have no idea, but I'll be likely doing my DM though Asia Divers there next year...
If you really need it, just pick up one for $3 at Gaisano to cut open mangoes. Did that a few years ago, tried to bring it home and declared it and had it confiscated by customs due to the type of knife.. But regardless they are cheap to find there.
