I think that lens sharpness and other factors such as motion blur, camera shake, etc. will be more of a limitation than pixel count.

Contrary to the dogma that lighting always has to come from an external flash positioned well away from the lense, the TG-6's internal flash works pretty well for macro if in relatively clear water. Reduces geometric problems in tight spaces.

Yep, and if you're really that serious you're not using a TG-6. And, FWIW, I've had a TG-4 down to 80' on a couple of occasions. It stopped working, probably because it thought all of its buttons were being pressed at once, but resumed working when it got back to 50'.
