Anyone can see that that boat was not equipped to evacuate 46 people in quick order from the bunk room even if there was no fire.

In Cuba a few years ago, the last dive I made was in fairly shallow water. The corals were completely and uniformly dead and white. Near Varadero. (I believe it was the north side of Cayo Piedras del Norte island - not 100% sure).
