Yes the Envoy Deluxe has always shipped with the ZX second stage that includes Heat Sync, Tuner & Venturi, that is what makes it "Deluxe". The standard Envoy regs uses the Envoy second stage that has a venturi only, no Tuner, no Heat Sync.
