You can fill all 3 rows of holes and you'd get the equivalent to that system, but you don't need to do that if weighted properly.

I don't know where the third cam band is on your rig, as I don't know the BCD type or backplate and wing configuration of your rig. I dive on Halcyon aluminum and CF backplates and the bolt I use to attach these pouches are indeed the lowest possible.

Notice you don't need the to do the lower nut/bolt. Only one nut/bolt set at the top is sufficient to hold the two halves of the weight together.
I used a bolt and store a backup wing nut here in case I lose one of my delrin backplate nuts for some reason.
In BAUE, some of us use the following tail weights to trim out our tanks. I dive on double Faber LP-85 steel tanks with Thermos DIN-only manifold and Highland double bands. These tail weights help me trim my tanks out perfectly and I can add/subtract tail weights as needed.

If you add a very thin washer like I did (look at the above picture) and/or use Loctite blue threadlocker, it won't come lose at all. Even if it does, you can easily tighten by hand.

Turns out keeping the screen protector on with cave line tightened down is even better than these dumb O-rings that failed on my recent trip. Gonna keep this solution from now on. Though I use my Apple MagSafe Qi-compatible charger instead.
