    My experience is different depending on who is staffing the LDS. Some will just take out the QR code from under the desk and let you do what you want, others will actually ask to see your dive computer to verify that each of the dives are legit.

    I use a BP/W and have quick release integrated weight pockets on my harness. It may not be DIR, but I only do recreational dives, still get all the other advantages of diving a BP/W. You could pick up a simple SPG with hose for about $70 from DGX.

    Here in SoCal, the charters are responsible for taking you to the dive site and back, that's it. The DM stays on the boat. You dive with your buddy and ascend whenever you feel you should. If you pay extra for a guide, then discuss what you want out of it with the guide.
