It all depends on your available time. Generally Khao Lak or Phuket or Phi Phi seems to be the right place for your LOB choice. If you just want to dive , get wet regardless what you see in the waters, Macros or Pelargic even Chumphon or Pattaya is good enough. Checkout the LOB sales websites...
