Yea, you want to be in the tube in the rapids. That is the "tubeing" part. YOu also need to have some one hold your tubes or tie a rope to them while you are snorkeling. They will get away from you.

Do it every time we tube. All ways take mask, fins and snorkel. Great way to see the whole lower river. Makes for a great day. Snorkel about 2 3rds of the time, tube the rest while you eat and rest and just relax. Any non-divers in your group can play too. Might even convert them to diving.

Very good point made about stupid people. There just isn't any way to get rid of them. As a boater, when a skiier I'm pulling goes down, many times it is a race to get over to them before the drunk and stupid other boater runs them over. No matter how many laws or new laws there are, stupid...

Remember that the river water is coming from the lower depths of Saguaro Lake. That is why the water is chilly when it is 110 out. So it compares to lower depth temps In LP. In mid summer you get by with a 3mm. If you tend to get cold, 7mm. I always wear hood & gloves for protection. Don't know...

What you saw was a Deputy that was also a diver. Deputies are given/assigned their own vehicals and if they are divers, just as we do, they will put a flag sticker or plate on it. He was responding to the call in his assigned area. Could have been a wreck, some one injured at the lake, river...
