I have been through a couple of different agencies. Look at the program and make sure it's geared toward public safety diving. Just because it say's so doesn't mean it. Find out what dive teams in your area use. Try to be compatible with others, so when you get to a scene you can work together...

My department has several Scubapro FFM's with wireless coms. We also have 2 Viking pro dry suits in good and serviceable condition. I am wondering if any PSD is interested in this equipment. PM if you are. Pictures to follow.
I think you need a special rated harness that is for rappelling. Most PSD harnesses are not rated for that. I think safety regs. require leg straps as well as shoulder straps. We use the LGS harness which is great for diving, but I wouldn't rappel in it.
Remember, the comments are only opinions. Read all of them and weigh them carefully. Lifeguard Systems is a great training institute and can help you on equipment and purchasing.

I have 3 Faber HP100's. I love them. I wear less weight around my waist. It also gives me more air than an AL80 for a safety factor. I can't speak for a LP tank, since I have never used one.
The shops that have a problem filling HP tanks, do they sell them? All the shops in my area sell HP...
When I took my class in "84", all they taught was the valsalva technique. I have tried the others since then, but, the valsalva seems to be the only thing that works for me. I do try not to blow to hard.
