how do you measure how much negative bouyancy they are?

I tried weighing my jetfins large. 1.42 kgs. then I weighted the same fin submerged in a pool water tying a string it register. 0.25 kgs.
Those were factory bouyancy measurements, but only based off recollection from my research when looking into solutions
 
went to my LDS. They don't have the RK3HD. they just had a the RK3.

I managed to fit in an aqualung size 9 bootie and a medium RK3.

question.. where can I buy the RK3HD and a size 9 aqualung bootie?
 
did you trying moving tank position?

Unless wearing bricks like the Hollis F1 IME moving tank up or down a fraction has had a greater impact on trim than fins. Obviously YMMV. OP, good luck getting it sorted.

I think that scuba store ships to Cebu.
And they usually have HDs
