February is often a good time for Lemon Shark Aggregation in Jupiter. I have had some amazing dives doing Leman Drop with Jupiter Dive Center. The Wreck Trek can also be quite active.
As mentioned, winter can be very fickle with regard to sea conditions and the water temp is generally in the low 70s. In my opinion, the reefs in Boynton Beach are the best in the area.
