Here's my vote for what they should pout down on the new reef:

The 990ft long SS United States rusts away at its mooring on the Philadelphia waterfront.
 
I think they should reef the entire mothball fleet. start dropping these boats in recreational dive depths from jersey to north Florida...and protect them from fishing completely. they should be sanctuaries not new fishing spots.
