Age limits are set by the cruise ship operators, and apply everywhere if you try to schedule dives (and some other activities) through them. These limits, usually either 60 or 65, can be discretely avoided if you quietly do your own arrangements with a different dive operation, not the ones working with the floating hotel. Cheaper and less crowded too.
