Best housereef and unlimited (solo) diving

What is the best place to stay with a housereef and unlimited solodiving possible?
Also the option to have boatdives or other shore dives.

I prefer the option of solodiving as I am solodive instructor myself and don't want to be limited in divetime when taking pictures.

It is for when we can travel and live again normal.
Everywhere in the Philippines is ok. Or a week wrecks and a week reefs But at least with a lot of dives and not limited by others.

You have practically NO chance if you want to dive only solo.
Some operators in Anilao will let you dive unguided in their house reef but you have to book certain number of boat dive per day.
