What is the best route to take from the US-Canadian border at Blaine Washington to Horseshoe Bay just outside of West Vancouver.

I'm looking at a map and trying to decide if it's better to stay on 15 which looks like a major road, go past Surrey and follow the road as it winds left eventually going through North Vancouver and then becomes 99 or is it better to get on 99 near the border and have to go directly through Vancouver.

Which is easier at morning rush hour and which is better for someone who doesn't know the way very well. In other words which is more idiot proof:)
 
Neither route is going to be especially pleasant during morning rush-hour, as they're both very congested with commuter traffic into the city between about 7 and 9 AM. I'd recommend taking 15 up to Highway 1 - you'll get stuck in the clog of traffic going over the Port Mann bridge, but you can stay on #1 and go all the way north to Horseshoe Bay. That'll allow you to bypass downtown Vancouver and all of the hassle of going over the Lions Gate Bridge. If you've got more than 1 person in your car, you'll also be able to use the car pool lane on #1, and that'll speed things up considerably.
