It should also be said that regulators off of the shelf, are generally set within specs and seldom to specs, if that makes any sense; maybe set to the cracking effort of, say, an octopus, somewhere within mid-range, rather than that of the primary, to avoid the possibility of a free-flow.

When I worked at a shop way back, it had been our low-on-the-totem job to correctly set the breathing effort for customers, after inquiring as to their tastes (most, that I recalled, desired them just short of free-flow), and to ensure that the IP was correct; something that was seldom the case with most any brand that had freshly arrived from the distributors.

Again, they were all "safe to use," but the breathing efforts of some could be undesirable . . .
