I don't think anyone can guarantee you that it will be open. I think the park has every intention of allowing scuba starting on that date but if there are still manatees in the spring then no diving will be allowed. They usually leave the spring by then but no one can promise what a wild animal will do.

Park Alerts for Blue Spring State Park
As of March 15, 2014 when Blue Spring State Park reaches capacity we will close for entry until we have space for new guests. For the safety and enjoyment of our guests we will NOT have a waiting line outside of the park. Guests who arrive after the park is full will be asked to return later.
