Boot Glue on Heel Cap / fin keeper

I got seac rock boots. They are 3 mm neoprene converse style.

I'm trying to glue a heel bump that keeps the fin strap on better. I can't find it anywhere. Any help or leads would be great.

Dude DRIS drysuit glue is so strong you have to open it from another room
For the bump, that we didn't have for years we would tighten the fin strap
But then "they" invented skinny non adjustable for the dive spring straps

and you sew a shaped lump of rubber
