Halcyon has a plate padding/pocket for DSMB that lays it flat on the inside of the plate, it might push the plate out a bit though, and might not work will with an DSMB overpressure valve.

I've put a non-folding snorkel between the plate and wing, it does reduce lift slightly.

I clip DSMB and spool on right waist, right next to the plate. Not streamlined, but out of the way yet accessible.
 
I use the scubapro tech shorts. I fit all the following without issue
SMB
Spool
Folding snorkel
Wetnotes
Shears
Backup mask

I've never measured them but they don't seem particularly buoyant when I wash them.
