So it looks like no solo diving what so ever at GC. Is there any other digital locations to find a buddy for night/shore diving? Most likely will be going out of Dive Tech in the northwest corner of the island.

Leaving for home before then so can't help. But where ae you staying? I often meet visitors at the condo where we stay who are divers, and we occasionally hook up for a shore dive. So maybe you can meet someone once you get here. Worst case - you can pay for a guided shore dive with DiveTech (or one of the other dive ops).

Grand Cayman is simply far behind the times You can dive solo with Cayman Brac Scuba Shack with appropriate certification and equipment,

Yup, I'll try when I get there. Dive Tech is who I'll be using, we are staying pretty close to there.
