Nightmare for the dugong and divers.

How do they recharge the battery? Diesel, solar or what?

Why? Underwater there still will be some sound I presume. And this boats will not yet be that fast. Divers have to be careful anyway for boats without engines. Think it is amazing. Wanted to have this since I dived for the first time in Raja Ampat in 1991 (?). Finally the technical developments are making this possible. Next huge step: solar power driven boats which are reasonable fast.
 
Anything is better than old 2-stroke outboards.
