There are 250K doses AZ confirmed blocked by the EU that were destined for Australia, there have been claims and reports that the EU is currently blocking more than 3.1 mio doses.

For the safety reason or Ursula wants to keep them for the EU.
She has this kind of power?
Gone down pretty well with the Brexit?

The joy of links on the internet . The Guardian has updated it's article after EMA issued the statement re-calling the statment by Marco Cavaleri.
The problem is that CVST on it's own is a rare thing (prevalence of 1:1 Mio to 16:1 Mio depending on the studies) and if you look at the whole population there might be a slightly increased risk associated with Vaxzevria but that is out weight by it's benefits. If however, in 2.5 mio doses given you already have 30+ cases with 95% of cases occuring in women between 20 and 60 then the alarm bells go off.

For the same reason that the US and UK do not export vaccines at present. And India if I remember correctly. And yes, the EU or any member state has the power to block exports. And nothing to do with Brexit, BioNtech e.g. is not affected in any way.
Let's face it, Oxford University has developed a good vaccine, but their parter AstraZeneca is a mess. Yield in the UK is below plan in both UK plants, as it is in the 2 EU based plants. They have not answered the question why it took them until mid-March 21 to apply for an EMA certification of the Halix plant which had been producing vaccines for months before; and their internal tracking of product is appling as it took them ages to provide all the paper work for the doses in Italy. And their CEO is hiding in Australia :D

Why the export ban only applied to AZ and not BioNTec?

Because BioNTech is fullfilling and even exceeding it's obligations and AZ is not.

Is there any clash of commercial interest here?
AZ is at least 8 times cheaper than BioNTec but there is a slight risk.
It does not make any sense at all. EU just cannot have all the cakes by themselves.
AZ was first suspended because of safety concern and then tried to block the shipment to UK because of insufficient supply even though UK has signed the contract much earlier. And now they have more than enough but still trying to block the export of the vaccine.
I can only think of one reason.

No. Latest information ist that the EU contract was signed one day ahead of the UK contract; it also states that there is no competing obligation that would hinder the shipments to EU member states, And there is not "more than enough", AZ is delinquent by 70 mio doses as of April 1st and out of it's obligation of 180 mio doses for Q2 they "think" they can deliver 70.

And of this afternoon, both MHRA and EMA agree that Vaxzevria has CVST as a rare side effect; MHRA give the prevalence over the population vaccinated with Vaxzevria in the UK as 1:1 mio and has suspended vaccinations for under 30 year old people.
