One of my former DM students got one for Christmas. It is literally just a bike pump with a 3000 psi gauge on it. I spent about 5 minutes pumping and got up to about 200 psi. The cylinder is just a spare air type and would probably be fine for transfilling, so long as you didn't actually use the bike pump and blow in a bunch of non-filtered ambient air into the thing. Or it could have been a crappy knock off with faked DOT markings and would blow up.

I recommended not using it. :)
