Fortunately the referendum has just been delayed for judicial review based on two law suits. Hopefully the courts will find it unconstitutional, or at least make the government wait until the final environmental impact study is done before conducting the referendum. The costs (environmental as well as directly financial) so far outweigh the benefits that we are hoping and praying the referendum, if done, is defeated. It's an uphill battle, as it's defeat requires 51% of registered voters (not actual voters), and non-votes are counted as being a yes vote for the new docks. And this aspect is being challenged as well.
