The first stage does not leak and functions, but the intermediate pressure is too high. The second stage works perfectly - no leaks or free flow - as tested on another first stage.

First stage definitely needs an overhaul and the second stage should be checked, since it has not been serviced for a while.

I think I have priced the regulator appropriate for the condition. $50. Includes first stage, second stage and second stage hose. The second stage is probably worth more than the asking price alone.
