Can anyone please id this mean looking guy? He was found in a nj inlet.

The eyes, pectoral and dorsal spine arrangement don't look right for a toadfish. I'd guess some sort of Scorpaenid, but I'm not familiar with the species in your area.
 
It's a sculpin. From the photo, it looks to be about 6 inches long (based on the hydroids behind it - Tubularia crocea). It looks like a grubby, Myoxocephalus aeneus. But it could be a young shorthorn sculpin, Myoxocephalus scorpius. The web page for the Fishes of the Gulf of Maine is a great resource, and it gives very detailed descriptions and even compares look-alike species. There are no photos, it's all line drawings, but it will tell you more than you want to know. Grubby
