I have a Delta 3 and a Legend. They are both great. The adjustment knob on the Oceanic is better because the adjustment is much finer and more precise than on the Legend. With the Oceanic it feels like you can bench tune at depth rather than just detune.

The Legend has better published breathing machine scores than Oceanic and I would have more faith in the Legend in extremly cold water because of its heat sink on the second stage and the well deserved excellent reputation on the Apex first stage. I own and have used more expensive regulators that don't breath as good as your selections.
 
Both of them are great regs. I have the Delta 4 that I use for singles diving and I love them. I have had them to 130' in 38 degree water without issues. You wouldn't be disappointed with delta 4's.
