I worked as an underwater videographer on Koh Tao in 2012. Looks like not much has changed!
It will never change and why should they.
Attract divers and learners from all over the world.
Only two good sites for the experienced but they are the minority.
A lot of tourists combined the three islands(Phangan, Samui and Tao) and returned home happily with a few exception for whatever reasons.
