I get the impression that resorts and shops in Raja Ampat mainly cater to experienced divers who are just looking to dive recreationally, but I'm wondering if anyone has come across any dive operations that offer DM courses? Any info would be much appreciated!

I cannot imagine spending a few thousand bucks to come to R4 to hang around drilling skills in confined water. If you want to do your DM stuff somewhere in SE Asia, look for an area with a ton of divers taking classes: Bali, the Gili Islands, Koh Tao, etc... Being a DM is about helping instructors work with students and guiding divers of all skill levels.
