I’m wondering if anyone has been to the new DF shop (since 2018).
Is it before or after immigration/customs?
I’d like to buy some alcohol so I don’t have to pack any. How is the selection? Would want a decent Scotch or gin...

the shop on arrival side is not a true duty free. the prices are much higher due to the 150% liquor import tax. used to be they charged a flat fee per liter, so bringing in scotch was a non issue, just pay the customs guy a 20.

no point for departure side as the prices are still higher than total wine or KandL
 
Its after immigration and before customs, you will still need to show your boarding pass etc. However, it's not as cheap as duty free that you get elsewhere. So if you are transiting via Singapore, HK or Taiwan or wherever, it's cheaper to buy it there and carry it on the last leg of your journey..
