Huh? Are you assuming that he designed his own website? ...or perhaps he hired someone that knew how to do it?

... not sure what his personal knowledge or comfort level with a computer has to do with deciding if a waiver does-or-doesn't go on the website....

I am a newbie at diving though and have a question... what temps can you start diving with just a wetsuit?

Depending upon your personal tolerance to temps, using a 6.5-7mm farmer john, you could dive in 40-50°F water. When I dove a 6.5mm, that was about my range.

Your mileage may vary.
